In a war between two strong opponents, the principal objective of each side would be to obtain and maintain sea control or control of the sea. Among other things, a side that fails to achieve that objective would have great difficulties in defending and protecting its military-economic potential at sea and in supporting friendly troops on land. In such a case, the weaker side has to shift to a strategic defensive and conduct sea denial. Perhaps it is needless to say that no country possesses sea control in peacetime. Struggle for sea control starts with the first encounter of the opposing forces in combat. It consists of the related and mutually dependent phases of obtaining and maintaining sea control.
